The Montreal Protocol on Substances that Deplete the Ozone Layer was adopted on the 16th September 1987. Under the Protocol, governments recognised the need to reduce CFC production and consumption.

There have been various amendments and adjustments over the years taking into account further scientific evidence and the development of replacements including HFCs as replacements for ozone depleting substances.

In developing phase-out schedules the special situation of developing countries (Article 5 Parties) means that there are different timescales for phase-outs compared to those for developed countries (Non-Article 5 Parties).

The 19th Meeting of the Parties to the Montreal Protocol (MoP-19), held in Montreal, 16-21st September 2007, celebrated its 20th anniversary and declared that the Montreal Protocol was the most successful multi-lateral environmental agreement. A significant adjustment to the phase-out schedule for HCFCs with global phase-out (apart from a small service requirement) being by 2030 was agreed at this meeting.

The end of 2009 was a key milestone; CFCs were completely phased-out globally, except for the essential use in Metered Dose Inhalers (MDIs) for Article 5 (1) Parties (the developing countries). For the treatment of asthma and other lung diseases Metered Dose Inhalers (MDIs) are used.

Mexichem Fluor And The Montreal Protocol

The phase-out of HCFCs for Article 5 Parties, is at present leading to considerable discussion at Montreal Protocol meetings, as there is a strong desire to ensure that emissions of greenhouse gases are reduced at the same time. Maintaining energy efficiency, performance and safety, while reducing the Global Warming Potential (GWP) of the refrigerants that are used is a key challenge and one that Mexichem Fluor is addressing.
